Domestic Taxes
The Domestic Taxes Division is amongst the nine functions responsible for managing the day-to-day affairs of the BURS.
The primary role of the Division is to provide a Head Office function that, in its ideal form, facilitates the Commissioner General’s strategic, legislative and policy direction on domestic tax mobilisation. The Division also serves to facilitate any advice the Commissioner General (CG) may proffer to the Honourable Minister of Finance. Internally, the Division also serves to provide technical guidance and support to the Operations Division on domestic tax matters, namely income tax, value added tax, capital transfer tax and transfer duty.
The Division is headed by a Commissioner, assisted by two Directors, i.e. Directors Technical Services and Policy & Legislation. The Director, Technical Services, oversees four Units, namely Tax Treaties & Agreements, Rulings & Directives , Objections & Appeals and External Relations, each headed by a Manager. The Director, Policy & Legislation oversees two Units namely Design & Monitoring, and Legislative Review. Currently there are two Unit Managers under the Policy & Legislation Section who report structurally to the Commissioner but functionally to the Director, Technical Services.
